Annapurna Circuit Tilicho Lake trek or Manaslu Circuit Tsum Valley trek?

Both treks cross 5,000 meters above mountain passes. The Manaslu Circuit Tsum Valley trek, however, takes place in Nepal within a restricted area and is subject to strict regulations.
